In order to control a population you must first rid yourself of possible challengers.
These people would be well educated, the Doctors, Teachers, Students, you and me anyone who can read.
If you take away the reword that hard work would accomplish and give hand outs the natural result is a population of puppets.
Take Mexico for n example, the Mexican Government subsidises Alcohol (Beer. Tequila), keep them numb,
Cigarettes Kill them off as early as possible, Tortillas feed them before they realise they are hungry so they wont rise up.
